Government grants for digital transformation
These days, it’s essential for companies to digitize in order to keep growing and compete. It can sometimes be expensive to adopt new softwares and train employees on it, but there are several measures put in place by the Canadian and Quebec governments. Here are two government digital transformation grants for businesses.
Government subsidies
Emploi Québec grant
This digital transformation grant from the Quebec government offers companies technical or financial assistance to help them define their training needs, carry out their training projects and evaluate the effectiveness of the training received. It allows companies to be reimbursed for up to 65% of eligible expenses. These include, among other things, the professional fees of the supplier chosen by the company to help with its digital transformation.
Eligibility criteria
Have at least one employee (self-employed workers unfortunately don’t count);
Be a Quebec-based company;
Choose a supplier located in Quebec;
Not be a public body or political organization.
At Tooly, we can help you find the grants you need to make your digital transformation a success.
For the Emploi Québec grant, we’ll take care of writing the training proposal detailing the softwares you’ll be trained on, as well as creating the invoices and timesheets related to the trainings. Afterwards, you will be responsible for contacting your Emploi Québec advisor to submit these documents each month in order to receive your reimbursements.

Develop your online business grant (CDAP)
This digital transformation grant from the Canadian government is the first component of the Canadian Digital Adoption Program (CDAP). This is a $2,400 grant to help companies increase their sales and marketing activities, enhance their customers’ online experience or acquire security softwares. Eligible expenses include the development of a website or e-commerce platform, the services of a digital marketing consultant, the strengthening of cybersecurity, and more.
Eligibility criteria
Be a for-profit company (this includes for-profit social enterprises and cooperatives);
Be a registered or incorporated company;
Be in direct contact with consumers (selling goods and services directly to end-users);
Have at least one employee (other than the owner) OR have made at least $30,000 in annual revenues in the most recent taxation year.
At Tooly, we can help you find the grants you need to make your digital transformation a success.
As this first component of the CDAP is quicker and simpler to complete than the second, you’ll be able to do most of the steps yourself. We can still help you answer the questions by identifying the goals you’d like to achieve and the issues the grant could help you address.
The Boost Your Business Technology grant (CDAP)
This digital transformation grant from the Canadian government is the second component of the Canadian Digital Adoption Program (CDAP). It’s a grant that reimburses 90% of $15,000 to help companies reduce overhead, speed up transactions, better manage inventory, and more. Companies must choose a certified consultant (such as Tooly) who will draw up a digital adoption plan outlining recommendations to help the company improve its technologies. This government grant and the adoption plan also give access to two other funding initiatives; a BDC loan ranging from $25,000 to $100,000, and a grant of up to $7,300 to hire a digital intern.
Eligibility criteria
Owning or managing a company that:
Is Canadian-owned;
Is for profit;
Has between 1 and 499 employees;
Realized sales of at least $500,000 in one of the last three years.
At Tooly, we can help you find the grants you need to make your digital transformation a success.
For this grant, you need to choose Tooly as your digital advisor so that we can help you. When we agree to work together, we write the digital adoption plan for you, which you then submit to the government for reimbursement. The plan will be very important if you decide to apply for the BDC loan or the intern grant, but you should know that Tooly isn’t involved in the BDC loan or the wage subsidy, so you’ll be responsible for making those arrangements.
PME Montréal's Innovation Commercialization Fund
PME Montréal, an initiative of the Québec government, offers numerous business financing options from various funds for companies located on the island of Montréal. This fund, in particular, can be of interest to digital companies wishing to market themselves. The Innovation Commercialization Fund offers two financing options: a loan of up to $150,000 at a competitive variable rate, or a grant of up to $25,000, not to exceed 25% of the project.
Each fund offered by PME Montréal covers a different aspect of the business world, and eligible expenses vary for each. It should be noted that the financing options offered are more often loans than grants. We invite you to visit their website to see all the Funds available to businesses.
Eligibility criteria
Be a Canadian citizen, permanent resident or hold a Certificat de sélection du Québec (CSQ);
Be legally incorporated and duly registered with the REQ (Registre des entreprises du Québec);
Submit a business plan or executive summary including a complete financial forecast and compiled financial statements (or review engagement) for the last or two last fiscal years;
Ensure a downpayment of at least 20% of total project costs for a company in the pre-start-up phase, and at least 15% of total project costs for a start-up or growing company in the case of a loan, and 20% for a grant.
Unfortunately, Tooly isn’t the one you’ll have to deal with to access PME Montréal subsidies. This institution has divided the island of Montreal into six poles, each managed by a joint investment committee. To find out more about the Fund(s) you’re interested in, you’ll need to contact the service center associated with your region.
